
11 September 2008 Strong criticism is coming from the OHR towards Republika Srpska because of the fact that a convicted war criminal is still on the run.
The Office of the High Representative (OHR) in Bosnia and Herzegovina
considers that it is necessary for Republika Srpska authorities “to counter any notion of collective
responsibility by ensuring that Radovan Stankovic and other individuals
convicted for war crimes serve their full prison terms and address the systemic
problems that still underlie his escape.”
Their reaction came after minister of justice Dzeral Selman and Prime Minister
Milorad Dodik responded publicly to the letter by deputy High Representative
Raffi Gregorian where he warned about their lack of action in trying to find Radovan Stankovic.

In a statement for the
local press, Dodik said Gregorian is showing “that he pathologically cannot
tolerate the RS”. Selam said that Cicmil and others are back to their jobs in
accordance with the court decision.
“Fifteen months after Radovan
Stankovic escaped from an RS prison, senior RS leaders have publicly
proclaimed—in response to private correspondence—that no one is responsible, no
one is accountable, and that no action is necessary to find a felon who still
poses a danger to everyone around him”, the OHR letter said adding that “in recent
public statements RS President Kuzmanovic, RS Prime Minister Dodik and RS Justice
Minister Selman did not undertake action to recapture Stankovic or to hold
accountable those responsible for his escape; instead they tried to obscure the
fact that all those connected with the escape are all still working in Foca
prison by claiming that the existence of the RS was being questioned.”
Radovan Stankovic was convicted to 20 years of imprisonment
for crimes in 1992 in Foca, eastern Bosnia.
He was found guilty for the murders and mass rapes of women and girls.
