UNICRI Publishes ICTY Best Practice Manual

28 May 2009  The United Nations International Crimes and Research Institute, UNICRI, has published a manual of the Hague Tribunal's best practice with the aim of preserving the Tribunal's legacy.

The Manual of Best Practice by the International Criminal Tribunal for the former Yugoslavia, ICTY, which has been produced through cooperation between the UNICRI and the Hague Tribunal, will be publicly presented at an international conference to be held in Sarajevo on June 15 and 16.

The Manual represents a comprehensive analysis of the most efficient and innovative practices developed by the Hague Tribunal from the beginning of its work in 1993 until today. As such, it is aimed at promoting the legacy of the Tribunal prior to its closure, planned for late 2011.

"The ICTY legacy has to be preserved through continued processing of war criminals by local judiciary institutions in the former Yugoslavia. In this context, this Manual is particularly aimed at sharing the Tribunal's practices with those institutions, in the hope that it will help them deal with cases," the publication foreword, written by UNICRI Director Sandro Calvani, reads.

The Sarajevo conference will be attended by a large number of judicial institutions from the Balkans, as well as representatives of international and hybrid tribunals.

"The goal of presenting the publication in Sarajevo is to assess the applicability of visions and practices contained in the manual at the state and international level and assess the joint problems pertaining to the legacy of international tribunals," the Conference invitation reads.

After the arrival of Fausto Pocar as President of the Tribunal, in November 2005, the Tribunal initiated numerous projects aimed at ensuring the sustainability of its legacy and its contribution to war-crimes trials.

In November last year Pocar was succeeded as Tribunal President by Patrick Robinson.
